The screws in the top of the coaming board for the cam cleat should be set with WEST System epoxy. Drill the holes, then use a stiff, thin wire or even better, a pipe cleaner, to get epoxy down into the hole. Let the epoxy 'soak in' for a few minutes, then re-apply to screws and holes and complete the fastening. Wipe away excess and you are good to go!
...until you need to remove the screws. Applying heat to the head of epoxied screws with a soldering iron loosens the epoxied grip and then they can be unscrewed.
